Balloon Toggle is an F-key that toggles Balloon help on and off.
To install it into your system you have to open the file with ResEdit. There is one resource in the file, an 'FKEY' with ID=0. Copy this resource into your system file. It will then be available as F-key number 0. If you would rather use e.g. F-key 5, simply change the resource ID to 5.
As you can see from the resource size, the actually installed code is very small, only 36 purgeable bytes. Furthermore, an F-key doesn't disturb the system as much as an INIT or cdev does. These are the main (only?) advantages over Helium.
Of course, an F-key isn't anywhere near as cool as Helium is. And to be honest, I have never heard of any software conflicts, caused by Helium. (Also, it seems that Apple no longer looks approvingly on F-keys. But they sure are handy.)
Balloon Toggle is freeware (what can you charge for 36 bytes, corresponding to a single line of Pascal code).
